The state highway joins Interstate 278 briefly before turning northward onto the Willowbrook or Martin Luther King Jr. Parkway to the Bayonne Bridge into New Jersey. New York 440 / Outerbridge Crossing east New Jersey 440 rises above the Arthur Kill River on the Outerbridge Crossing from Perth Amboy. The state highway freeway transitions into New York 440 at the state line midway between the Garden State and Staten Island, New York. The four-lane Outerbridge Crossing carries the highway between Perth Amboy and the West Shore Expressway. Photo taken 06/13/05. A look at the narrow Outerbridge Crossing as New York 440 spans the Arthur Kill River. The cantilever span includes a $6 car toll for all eastward traveling vehicles. Named after the first chairman of the Port Authority, Eugenius Outerbridge, the 10,800 foot long bridge opened to traffic on June 29, 1928.1 Photos taken 06/13/05. The EZ Pass lanes encompass the middle lanes of the Outerbridge Crossing toll barrier. A second sign otherwise directs motorists to the right for the Page Avenue off-ramp. New York 440 follows the West Shore Expressway northward from the Outerbridge Crossing to junction Interstate 278 (Staten Island Expressway). Tyrellan Avenue passes over New York 440 as the freeway prepares to split with the Korean War Veterans Parkway (formerly the Richmond Parkway). All commercial trucks must remain on New York 440 north as they are restricted from using any of the New York Parkway system. The Korean War Veterans Parkway spurs northeast from New York 440 to Annadale, Greenridge, and La Tourette Park. The limited-access highway ends prematurely at Richmond Avenue, five miles southwest of its intended end at Interstate 278 (Staten Island Expressway). Photo taken 06/13/05. The right-hand lane, acquired from the Korean War Veterans Parkway southbound on-ramp, becomes exit-only for Exit 3 (Woodrow Road). A pair of frontage roads (Veterans Road) follow New York 440 northward between Exits 2 and 3. Clay Pit Road joins Veterans Road with Bloomingdale Road just south of its intersection with Woodrow Road. Exit 4 leaves New York 440 (West Shore Expressway) northbound for the intersection of Arthur Kill Road and Huguenot Avenue. Arthur Kill Road meanders across Staten Island from Tottenville northeast to Charleston, Rossville, Fresh Kills, Greenridge, and La Tourette Park. Opened after three months of construction, the Exit 9 off-ramp improves access to the Corporate Park of Staten Island.
