
Interstate 590 & New York 590
Following the eastern half of the Outer Loop freeway in the Rochester metropolitan area, Interstate 590 joins Interstate 390 with Interstate 490 (East Expressway). The freeway provides a commuter route from the southeastern suburbs to downtown via Interstate 490, and a bypass route for Interstate 490 travelers bound for Rochester International Airport and Interstate 390 south to Henrietta and Corning. Interstate 590 carries an overall six lanes between its endpoints.
New York 590 continues north from Interstate 590 along the Sea Breeze Expressway, a freeway and expressway spur leading north from Interstate 490 to the community of Sea Breeze. New York 590 is not apart of Interstate 590 and never was intended to be.
Interstate 590 replaced New York 47 along the Southeast Expressway in 1977. The freeway originally traveled the Rochester Outer Loop from west Rochester to Brighton, including the current path of Interstate 390. Interstate 390 was to follow the Genesee Expressway north from its present interchange with Interstate 590 to Interstate 490 and the Inner Loop at downtown Rochester. Community opposition cancelled that project and Interstate 390 was rerouted over the western half of Interstate 590 to Interstate 490 in west Rochester.
Interstate 590 used to end at a tri-level stack interchange with Interstate 490 at the community of Brighton. Situated just east of that junction was a second tri-level stack interchange joining Interstate 490 with New York 590, the Sea Breeze Expressway. The close proximity of the two interchanges caused congestion and weaving traffic concerns. Both were eliminated in favor of a new interchange coinciding with a new Interstate 590/New York 590 freeway alignment. Dubbed "The Can of Worms", the project realigned the Outer Loop freeway and Sea Breeze Expressway so that they lined up together to allow a fluid movement from one route onto the other. At the same time new ramps were constructed to join the north-south freeway with Interstate 490 (East Expressway) in such a fashion that weaving traffic concerns were eliminated. High flyover ramps carry motorists onto Interstate 490 from Interstate 590/New York 590 as a result. The Can of Worms project was completed in 1991.
